China Kunshan Economic and Technological
Development Zone(KETD) About KunShan Located at east
longitude 120°, 57' and north latitude 31°, 25' in China, there is a prosper
city boasting long history. It is the original birth place of Kunqu, which is
not only the ancestor of all Chinese operas but the masterpiece of
non-material heritage in the form of dictation. Kunshan is also the birth
place of Gu Yanwu, a renowned thinker and educator. Within the city, there is
a town called Zhouzhuang famously known as “the best water town in
China", with a history over 1000 years.Hairy crabs produced in yangcheng
Lake makes the name of the city as “town of fish and rice” even more famous.
It is so called “the No. 1 city of the divine land”. Twenty years ago, it
was merely an ordinary agriculture county. By 2006, it has attracted 1,357
investment projects, 10.881 billion USD worth of contractual investments.
Actual capital received is 5.856 billion USD, which is ranked the top 1 among
54 national development zones. Investors from over 41 countries and regions
such as Japan, Korean, European and North American countries, Taiwan come to
invest in the development zone. Value of average investment project is 8.02
million USD. There are 431 projects whose investment amount each reaches 10
million USD. Solo foreign capital projects account for 82% of total projects.
There are 20 enterprises as ones ranked in top global 500 come to make
investments in the development zone. What amazing changes
have happened here over the past 20 years? Establish in 1985, the
Kunshan Economic and Technological Development Zone was listed as a key
provincial development zone by Jiangsu People’s
Government in January 1991. In August 1992, approved by the State Council,
the Kunshan Economic and Technological Development Zone was upgraded to a
state-level development zone. After 20 years of development and construction,
Kunshan Development Zone has made remarkable achievements and become the
window opening to the outside world, the leader of economic development, the
pilot of scientific and technological progress, the base of promoting overall
development, the spotlight of the city. Its overall investment environment is
ranked one of the best state-level development zones. Good geographical
condition and business opportunity Kunshan is adjacent to
Shanghai, an international metropolis, so it benefits enormously from the
good geographical condition. It is neighbored with the Suzhou Industrial
Park, a collaboration project between China and Singapore governments, so
Kunshan can absorb its successful management experience. Kunshan has
well-developed infrastructure and convenient transportation. Shanghai-Nanjing
expressway, the Beijing-Shanghai railway and the 312 State Road are cross
through Kunshan. The upcoming projects of the Beijing-Shanghai high-speed
railway will also include a station in Kunshan. It will take only 35 minutes’ drive to go to Hongqiao International Airport and a
little more than an hour’s drive to go to Pudong
International Airport. Inland waterway connecting ports like Shanghai makes
cargo transport very convenient. Innovative investment
opportunity makes business operations achieve maximized results Over the past 20
years, Kunshan Development Zone has invested nearly 12 billion RMB of funds
for infrastructure construction of transportation, telecommunications, water
supply, energy and environmental protection, which have basically reached
requirement of "a seven-Link and one flat". Main and branch road lines
within the zone exceed 100 kilometers. All of the roads have black surface
and 4-6 vehicle passages and connect with Shanghai-Nanjing Expressway, 312
State Road, Hongqiao International Airport Road and Shanghai-Nanjing railway
line making water and air traffic both very convenient. There is also
international school, foreign capital funded hospital, service centers for
foreign enterprises and land customs clearance being built in the Development
Zone. They passed certification of ISO14001 environmental management system
and ISO 9001 quality management system, thus forming a sound environment for
investment. One city and three
parks Eastern new city, the
Optoelectronic Industrial Park, Bonded and Logistical Park and Science and
Technology Industrial Park will be the key development projects for Kunshan
Development Zone in this year and years ahead. They are important platforms
for improving Kunshan’s city functions, upgrading
the industrial level and changing the mode of economic growth. Electronic Industrial
Park Located in eastern new city of the
development zone, the Optoelectronic Industrial Park is mainly concentrated
on optoelectronic display related products. Centered on TFT-LCD sector,
incentives are given to attract well-known domestic and foreign
optoelectronic supporting chain enterprises to go to the zone, with an aim to
strive for a global LCD production base. Two comprehensive service areas in
core area and small island in the center of the lake in the park are now
under development to provide excellent conditions for R&D, education and
training, life support and other leisure and entertainment activities.
Meanwhile, the park are also equipped with
complete supporting facilities such as substation, industrial water plant,
sewage treatment plant and supply station of bulk gas and special gas. Bonded and Logistical
Park Bonded and Logistical
Parkis located in the export and processing zone to attract modern logistic
enterprises, transnational procurement centers, distribution centers, R&D
centers, after-sales service centers and regional headquarters, etc.. They
have made the park a large international distribution centers for
warehousing, transportation, distribution and trade. Science and Technology
Industrial Park Science and Technology
Industrial Park is located in the eastern new area of the zone. It is
centered on attracting R&D of famous enterprises both at home and abroad,
industrial design center, key domestic scientific research institutes and
university’s and research institutes as well as
providing technical certification, technical support, agent service of talent
training and attracting talents. As a result, an integrated chain containing
research and development, production and sales is formed to speed up
industrial upgrade of the development zone, enhance regional competitiveness
and achieve transformation from “made in Kunshan” to “created in Kunshan”. Infrastructure Water supply: daily
water supply capacity is 800,000 tons. Water, extracted from Yangcheng Lake,
can achieve national standards of drinking water. The zone has 2 sewage
treatment plants. Power supply:
electricity is from the East China Power Grid. The city has built 8
220-kilovolt substations, 25 110 kV Substations and one 500-kilovolt substation.
Gas supply: The key national project
“transmitting natural gas from China's west to the east”, which goes through
Kunshan, started to regularly supply gas in 2003. Communications: in
2006, Kunshan’s total telephone exchange capacity
reached 490,000; number of mobile switching capacity reached 1.2 million.
Internet connection services like ISDN, DDIN and broadband internet access
are now in operation. Customs passage:
Customs and State Administration for Import and Export Commodity Inspection
and Quarantine has been established. Jiangsu and Shanghai ports have seamless
import and export distribution centers. Yushan station, as a passage approved
by customs, together with Kunshan processing zones are second-grade state
export ports. Finance: Bank of
China, Industrial and Commercial Bank of China, Agricultural Bank of China, Construction
Bank, CITIC Industrial Bank, Bank of Communications, Pudong Bank and other
financial institutions are running operational branches in Kunshan. Taiwan's
Changhua banks have set up representative offices in the region. Talent: Kunshan is the
National Health and the Model City of Environmental Protection, so it has a
good living environment. Kunshan has abundant human resources. At present,
the city has more than 40,000 various professionals and technical personnel
and 150,000 skilled workers of high quality. Education: There are
current 7 universities including Guihu University, 32 secondary schools, 3
vocational schools and the Eastern China Taiwanese Businessman's Children
Schools. Kunshan Education Park is now under construction. Hospital: There are
308 health institutions, 27 hospitals and 3,076 medical beds as well as
health ward available particularly to foreign investors. Green card diagnosis
is also available to foreign investors. Zong Renqing Memorial Hospital, a
Taiwan funded hospital, has settled in the zone. Sports and
entertainment: There are public library, archives, Kunqu opera museum,
cinema, sports center, entertainment center, community center, and other
cultural and sports facilities and three international standard golf courses. Tourism: Kunshan is
the original birth place of Kunqu, which is not only the ancestor of all
Chinese operas but the masterpiece of non-material heritage in the form of
dictation recognized by the UN in 2001. With a history over 1000 years
Zhouzhuang is called famously as “the best water town in China". Kun
Stone, Qiong Flower and Bindi Lotus are called “three treasures of Kunshan. Exhibition: Kunshan
Science and Technology and Culture Expo Center holds various large business
exhibitions and art and cultural exhibitions throughout the whole year. Housing: There are 322
hotels open to foreigners, 18 star-rated hotels and a number of high-grade
villas, apartments for foreign investors and community suitable for foreign
investors. Encouraged industries

technology: computers and peripheral products and electronic components
related industry, including semiconductor, microelectronics, optoelectronics,
software, network, automotive electronics and communications equipment. Precision Machinery:
mechanical industry mainly in automotive components, electromechanical
integration, energy-saving and environmentally friendly facilities, large
mould and extended industries. Service trade: modern
logistics, finance, insurance, travel services, accounting, auditing, etc. Biotechnology: life
sciences, bio-pharmaceuticals Life Necessities:
light industry, textile industry, special food, etc. Deep processing of
agricultural produces: agricultural produces, including vegetable processing,
fresh cut flowers, poultry processing, cold storage of agricultural produces.
